             The Organization of the Families of Asia and the Pacific (OFAP) was granted the status of Public Utility in 2010 by the Government of Macau S.A.R., China, and was granted Special Consultative Status with United Nations Economic and Social Council (UN ECOSOC) as from 2011 as an international NGO in China. It is presided by one of its founders, Arch. Nuno M. R. Jorge, born in Macau from a long-established traditional Macanese Family, who is also its permanent representative in the relevant UN bodies.

             亞太家庭組織（OFAP）於2010年被中國澳門特區政府授予行政公益法人資格，並於2011年獲得聯合國經濟及社會理事會（UN ECOSOC）的特別諮商地位，作為中國的其中一個國際非政府組織。其創始人之一左立基建築師是亞太家庭組織的會長，他出生於澳門一個歷史悠久於澳門定居的葡國家庭，也是聯合國有關機構的常駐代表。

            Nuno Jorge was also twice (2007-09 and 2013-15) President of the International Federation of Non-Government Organizations for the Prevention of Drug and Substance Abuse (IFNGO), which has similar Special Consultative status with UN ECOSOC, and in formal Affiliation with Association of Southeast Asia Nations (ASEAN), and appointed a member (for Family Concerns) of the Civil Society Task Force (2015-16) for the United Nations General Assembly Special Session on Drugs (UNGASS).

             左先生已兩次被選舉為（2007-09和2013-15）國際預防藥物和藥物濫用非政府組織聯合會（IFNGO）的主席，該聯合會亦與聯合國經濟及社會理事會具有相等的特別諮商地位，並已正式加入東南亞國家聯盟（ASEAN），左先生亦於聯合國大會毒品問題特別會議（UNGASS）上任命為家庭關注藥物方面的民間社會工作組（2015-16）的成員。

             President Nuno Jorge, a chartered architect and registered accountant, received his Diploma in Architecture from the Lisbon Higher School of Fine Arts (1974). He also studied Business Organization and Management, at the Higher Institute of New Professions in Lisbon, courses in Modern Maths SNA in Lisbon, as well as in Heritage Preservation at the East West Center of the University of Hawaii, in Honolulu were also taken

             He served in the Portuguese Military from 1973 to 1975.

             身兼建築師及註冊會計師的左立基先生在里斯本高等美術學院獲得建築學文憑（1974年）。他還在里斯本高等新職業學院學習企業組織和管理、現代數學SNA課程以及於檀香山的夏威夷大學東西方研究中心的遺產保護課程。
             他於1973年至1975年在葡萄牙軍隊服役。

             He is a member of the Portuguese Institute of Architects (OA SRS), the Macau Association of Architect (AAM) – which he presided in 2006-2007 -- and the Macau Society of Registered Accountants (ACRM). From his interests, he holds memberships at the Lisbon Geographical Society, the Lisbon Society of Fine Arts, the Literary Circle of Lisbon, and the Macau Management Association (MMA) among other institutions.

              他是葡萄牙建築師協會（OA SRS）及澳門建築師協會（AAM）會員 - 他在2006 - 07年期間就任澳門建築師協會會長 – 他亦是澳門註冊會計師公會（ACRM）的會員。因為他的興趣，他亦在里斯本地理學會，里斯本美術學院，里斯本文學界和澳門管理協會（MMA）等機構中擁有會員資格。

             A Rotarian since 1975, served as Governor of Rotary International (R.I.) Dist.3450 (1985-86) and participated and chaired many international committees including as a member of the Council of Legislation (1991) and as a Group Leader at a R.I. International Assembly.

             自1975年起加入扶輪社，曾擔任國際扶輪前地區總監（RI）Dist.3450（1985-86）(區域3450)，並參與擔任多個國際委員會主席，包括1991年的立法會議和RI國際集團訓練師訓練研習會。

             A member of the Macau Red Council (MRC), he contributed as Chairman from 1990 to 2001, and concurrently, as member of the board of the Chinese Red Cross Society (1999-2001), after which he was elected as President Emeritus of MRC. Also a member of the Portuguese Red Cross Society, he was appointed a Vice President (2002-03). He was a member, of the Board of Directors of the Portuguese Red Cross in Lisbon, for several years.

             Actively included in the Travel Trade, he presided the Skal International Macau - International Association of Travel and Tourism Professionals (2007-09, 2009-11, 2011-13, 2013-15).

              左先生是澳門紅十字會（MRC）的成員，他在1990年至2001年擔任會長，同時擔任中國紅十字會理事會成員（1999-2001），之後當選為澳門紅十字會永遠名譽會長。他亦是葡萄牙紅十字會的成員，於2002-03年擔任副會長一職。
 他積極參與旅遊貿易事業，於國際順風會(澳門分會)國際旅遊業專業人士協會連續4屆擔任會長一職（2007-09, 2009-11, 2011-13, 2013-15）。

             Recognition was bestowed to him by the Pacific Asia Travel Association (PATA) Special Award for Heritage Preservation (1982). He also received from the Government of Macau a Medal of Professional Merit (1984) and a Medal of Valor (1990) and Medal of Altruism (2012), as well as several other honors from Russia and Portugal, among which the Plaque of Honor (1988) from the Portuguese Red Cross as well as the Grand Order of  Tai Geuk (1995) from the Republic of Korea.

             太平洋亞洲旅遊協會（PATA）於1982年授予他遺產保護特別獎（1982年）。他還獲得澳門特別行政區政府(前澳門政府)頒發的職業勳章（1984年）和榮譽勳章（1990年）以及慈愛勳章（2012年），俄羅斯及葡萄牙的其他幾項榮譽，其中有1988年來自葡萄牙紅十字會的榮譽牌匾以及來自大韓民國紅十字會的太極大勳章（1995年）(The Grand Order of Tai Geuk)

Constitution of Organization of the Families of Asia and the Pacific

 

(1)	Title of Organization
	1. Title
		This is an organization for the promotion of families in Asia and the Pacific, entitled Organization of the Families of Asia and the Pacific.
	2.	Acronym
		The acronym of Organization of the Families of Asia and the Pacific is OFAP.
	3.	Geographical Ambit
		The geographical ambit of OFAP is necessarily regional, including countries, districts and territories in the Asia and Pacific region, where within this geographical ambit, OFAP does not rule out the acceptance of other organizations wishing to join it.
(2)	Nature and Purpose
	4.	Status
		OFAP is a non-profit-making, international affairs organization responsible for assisting families in the Asia and the Pacific Region, as well as families elsewhere.
	5.	Objects
		The objects of OFAP are to represent families in the Asia-Pacific region at different levels, to defend and to fight for their interests, and to liaise with governments and international communities. At the United Nations (UN) and in the consultation process, OFAP becomes the will of families and the liaison between the UN and its designated agencies in achieving UN strategies and activities.
	6.	Functions
		To achieve its objects, OFAP shoulders, on affairs related to families, the responsibilities of promotion, coordination and representation on all fronts. It also shoulders the development and support of OFAP programmes, including allocations to meet financial and other needs.
	7.	Activities
		To further fulfil its functions, OFAP seeks for better collaboration and development with organizations sharing common interests, such as the UN and its agencies. Moreover, it encourages the establishment of a documentation centre or a national administrative advisory centre to help promote family ideals, and to solicit and make good use of funding for needy families in poverty and in oppression. In general term, OFAP strives to achieve its objects.
(3)	Organizational Structure
	8.	Membership
		8.1	Admission to OFAP is open to all individuals and public or private entities, whose objects ought to be consistent with those of OFAP, subject to approval by the Executive Committee. Organizations with specific intent of joining but beyond the geographical region will not be barred from admission.
		8.2	Members shall observe in-house rules and regulations which must be passed by the General Meeting. The General Meeting is composed of the following bodies: a) private institutes; b) public departments; and c) academic institutes.
		8.3	In case any member fails to meet their obligations or commits a fraud, the Executive Committee shall have the right to impose a penalty on them, including a) suspension of their voting right; b) suspension of their eligibility; c) suspension of their non-essential duty or duties; and d) expulsion.
		8.4	Any member mentioned in the preceding paragraph when observing the in-house rules and regulations may be re-admitted after approval by the General Meeting.
		8.5	Any institution publicly recognized by the international community as possessing professional qualifications in dealing with family issues may be appointed as “consultant” after approval by the Executive Meeting. Any philanthropist in strong support of OFAP may become a ‘charitable member’ with membership-fee waived but without voting right.
		8.6	The founding members of OFAP are as follows: José Augusto Perestrello de Alarcão Troni – President Emeritus of the Asia-Pacific Region of the World Family Organization Nuno Maria Roque Jorge - President of the Asia-Pacific Region of the World Family Organization Luís Ressano Garcia Lamas - Secretary General of the Asia-Pacific Region of the World Family Organization and other institutes attending the first General Meeting.
	9.	General Meeting
		9.1	The General Meeting is the organ of supreme power of OFAP, comprising every member or in their absence, the proxy appointed by them. A member may appoint a proxy by a simple written statement and a proxy may concurrently represent a maximum of five members.
		9.2	The General Meeting shall elect the President, five Vice-Presidents at maximum and a Secretary, all for a term of two years, and shall also elect members of the Executive Committee (except the Secretary General or the Treasurer or both, if to be employed on remuneration) and members of the Supervisory Board, all similarly for a term of two years.
		9.3	The General Meeting shall be convened biennially. When necessary, an Extraordinary General Meeting (EGM) may be held as the President may determine, or at the request of the President of the Executive Committee or at the request of one-tenth of membership. The quorum of the first EGM is one-third of the membership with voting right while the second EGM is subjected to no quorum.
	10.	Board of Director
		10.1	The Board of Director of OFAP is designed as the Executive Committee, and comprises a President who represents OFAP, five Vice-Presidents and a maximum of three directorate members, a Secretary General and a Treasurer, where the total number shall be an odd number, except when the Secretary General and the Treasurer are employed on remuneration, in which case, they shall give up their right to vote and their salaries to be determined by the Executive Committee and approved by the General Meeting.
		10.2	The Executive Committee shall convene executive meeting once annually and the President may decide to call an EGM in the light of special circumstances. The President may discuss and settle all affairs with other members during recess.
		10.3	Any vacancy in the Executive Committee may be filled by a representative appointed by the President, after consultation with other members, for the remainder of the respective term.
	11.	Supervisory Board
		11.1	The Supervisory Board consists of a President, a Vice-President and a related Secretary.
		11.2	The Executive Committee may propose to the General Meeting the appointment of an auditor to perform the functions of the Supervisory Board.
(4)	Dissolution
	12.	Dissolution
		OFAP may be dissolved after such a proposal has been put up by the Executive Committee, discussed by the EGM and passed by the legitimate members.

Estatutos da OFAP

 

I	Preâmbulo
	1.	Designação:
		Esta associação, organizada para a promoção das famílias na Ásia e no Pacífico, será designada por Organização das Famílias da Ásia e do Pacífico.
	2.	Acrónimo:
		O acrónimo desta Organização das Famílias da Ásia e do Pacífico será OFAP.
	3.	Âmbito geográfico:
		O âmbito geográfico é essencial mente regional, compreendendo os países, áreas e territórios na Ásia e no Pacífico, dentro dos limites geográficos internacionalmente aceites, sem, contudo, excluir outros que desejem pertencer à organização.
II	Natureza e finalidade
	4.	Estatuto:
		A Organização das Famílias da Ásia e do Pacífico é uma instituição sem fins lucrativos, de vocação internacional, para o apoio das famílias na Ásia e no Pacífico, podendo tembém estender este apoio às famílias em outras partes do mundo.
	5.	Objectivos:
		Os objectivos da OFAP são a representação das famílias da Região da Ásia e do Pacífico em todos os níveis, na defesa dos seus interesses, bem como com elas e para elas, agir face aos governos e à comunidade internacional. No respeitante às Nações Unidas e ao consequente processo consultivo, a OFAP agirá como ligação entre as aspirações e as conquistas das famílias com as estratégias e as actividades encetadas pelas Nações Unidas e suas agências.
	6.	Funções:
		Para a prossecução dos seus objectivos, a OFAP poderá, entre outras, assumir funções promocionasia, de coordenação e de representação, sob todas as formas, dos diversos interesses e matérias que se relacionem come as famílias, bem como o desenvolvimento e o apoio a projectos concretos e a organizações meritórias afins, incluindo o respectivo financiamento, para o que deterá e obterá os meios financeiros competentes e todos os outros meios necessários.
	7.	Actividades:
		Na concretização das suas funções a OFAP poderá incluir e promover conferências, seminários e encontros, ser parte de organizações com interesses comuns e aí desenvolver a sua actuação, criando e mantendo com elas, designadamente as Nações Unidas e as suas agências a melhor colaboração. Outrossim, poderá criar ou encorajar o estabelecimento de centros ou conselhos administrativos nacionais ou de documentação, para apoio à difusão do ideário e contribuir para o alívio da pobreza e da opressão em que vivem tantas famílias, criar, deter e administrar reservas financeiras, e, de uma maneira geral, que permitam tomar as medidas conducentes ao objectivo da associação.
III	Estrutura Orgânica
	8.	Sócios:
		8.1	A admissão à Organização está aberta às entidades individuais e colectivas, públicas ou privadas, de boa reputação e com objectivos compatíveis, das nações da Ásia e do Pacífico, que sejam aprovadas pelo Comité Executivo, sem prejuízo da admissão das localizadas fora da região e que especificamente desejem aqui ser incluídas.
		8.2	Os associados serão sujeitos ao regulamento interno que for aprovado em Assembleia Geral e agrupados pelos seguintes sectores: a) Sector Privado; b) Sector Público; e c) Sector Académico.
		8.3	No caso de não cumprimento das suas obrigações, ou ocorrendo situações particularmente dolosas, a Comissão Executiva poderá aplicar as medidas julgadas adequadas, incluindo: a) Suspensão do direito de voto; b)Suspensão da sua elegibilidade; c) Suspensão dos serviços não essenciais; e d) Expulsão.
		8.4	A Assembleia Geral pode restauraras situações mencionadas no número anterior, bem como readmitir o sócio, se for casodisso, mediante apelo a ela dirigida nos termos do regulamento interno.
		8.5	Insituições ou individualidades consideradeas pela comunidade internacional como particularmente qualificadas com competência técnica em questões da família, poderão ser designados Conselheiros, e as filantrópicas que significativamente apoíem a OFAP, de Benfeitores, sendo certo que estes honoríficos dispensam o pagamento de quota e não conferem direito de voto.
		8.6	São fundadores os associados José Perestrelo de Alarcão Troni, Presidente Emérito da Região Ásia Pacífico da Organização Mundial das Famílias, Nuno Maria Roque Jorge, Presidente da Região Ásia Pacífico da Organização Mundial das Famílias, e Luís Ressano Garcia Lamas, Secretário-Geral da Região Ásia Pacífico da Organização Mundial das Famílias, considerando-se também como fundadores as entidades que participem na primeira Assembleia Geral.
	9.	Assembleia Geral:
		9.1	O órgão máximo da OFAP é a Assembleia Geral, composta pelos associados ou os seus representantes, admitindo-se, no caso de associados ausentes, a delegação dos seus direitos por simples carta, até um máximo de cinco por sócio presente.
		9.2	A Assembleia Geral elegerá o seu Presidente, até cinco Vice-Presidentes e um Secretário-Geral, por períodos de dois anos, bem como os membros da Comissão Executiva (excepto o secretário-geral e/ou o tesoureiro, se forem assalariados) e do Conselho Fiscal, todos períodos de dois anos.
		9.3	A Assembleia Geral reunir-se-á ordinariamente todos os dois anos, e extraordinariamente sempre que o seu Presidente o decidir por iniciativa própria ou por solicitação do Presidente da Comissão Executiva ou por pedido de um décimo dos associados, constituindo quórum um terço dos sócios em pleno direito, ou qualquer número em sequnda convocatória.
	10.	Direcção:
		10.1	A Direcção da OFAP édesignada por Comissão Executiva, e será constituída por um presidente, que representa a OFAP, até cinco Vice-Presidente e até três vogais, o Secretário-Geral e o Tesoureiro, num total de número ímpar, excepto quando o Secretário-Geral e/ou o Tesoureiro forem assalariados, caso este em que serão nomeados pelo Presidente, após auscultação dos outros membros da Comissão Executiva, e não terão direito a votar.
		10.2	O Conselho Executivo reunirá ordinariamente uma vex por ano e extraordinariamente sempre que o Presidente o convocar, cabendo a resolução dos assuntos correntes durante o intervalo das reuniões ao Presidente, com poderes para delegar.
		10.3	Os lugares vagos ou que vagarem na Comissão Executiva poderão ser preenchidos, para o restante período desse mandato, por nomeação do Presidente, após audição dos outros membros.
	11.	Conselho Fiscal:
		11.1	O Conselho Fiscal será constituído por um Presidente, um Vice-Presidente e um Secretário relator.
		11.2	A Comissão Executiva poderá propor à A ssembleia Geral a designação de um revisor de contas para as funções do Conselho Fiscal.
IV	Dissolução
	12.	Dissolução:
		A OFAP será dissolvida sob proposta da Comissão Executiva apresentada à Assembleia Geral em convocatória especial, com a aprovação dos sócios estipulada na Lei.
